City'sPatrick Vieira made the charge after referee Michael Oliver failed to award a penalty against Unitedfor Michael Carrick's foul on Fulham's Danny Murphy at Old Trafford on Monday.
United survived the shout in the 89th minute to claim three precious points in the title race, but Fergie claims they had just as many calls go against them.
He cited their penalty shout against Fulham's Stephen Kelly for handball on Monday and Newcastle's outrageous spot-kick at Old Trafford for Rio Ferdinand's fair challenge on Hatem Ben Arfa.
"I think we could have had a penalty on Monday night when our wide player crossed the ball," said the United manager.
"He almost caught the ball between his arm and body. That could have been a penalty, but didn't expect one to be fair.
"City should have had a penalty kick given against them at Stoke for Gareth Barry's challenge and you have breaks here and there.
"Every club gets breaks and that will never change.
"I think most managers believe the breaks even themselves out."
Meanwhile, Ferguson confirmed winger Nani would again be missing when United head to Blackburn on Monday.
The Portugal international has missed four games with an ankle injury and was expected to return to training early this week.
"He won't be back until tomorrow and Monday will come too soon," said the United boss.

RIO FERDINAND and Patrick Vieira were last night involved in a war of words as the title race heats up.
Vieira claimed referees give Manchester United preferential treatment.
That came a week after the Manchester City executive suggested bringing back Paul Scholes was desperate.
But United defender Ferdinand took to Twitter and said: "Why is Vieira so concerned with Man Utd....
"2 comments in a week or so....c'mon maaaaaan let it go!"
Vieira's comments came after United's opponents Fulham were denied a clear penalty at Old Trafford on Monday.
It put United three points ahead of rivals City with eight matches to go.
The French ace insisted he had not seen that game but said: "When United play at home they get some advantage that other teams don't get."

Javier Hernandez is anticipating a thrilling end to the season and the chance to help United secure a 20th league title.The Reds are three points clear at the top with eight games left and there will be plenty of fingernail-biting in both halves of Manchester over the coming weeks.
But Chicharito says this is no time for nerves for him or anyone else in the United camp.
"It’s a part of the season that all the players want to be involved in," the Mexican striker told ESPN. "It’s a long season so these final few games are more emotional for everyone, but we have a big chance to win the Premier League again.
"We’re in a great position because it depends on us – if we win all our games, we’ll win the league. We’re not in Europe so we’ll probably be a little bit fitter, because we’re only playing each weekend and have long weeks to rest and prepare for each game."
Sir Alex believes Hernandez’s recent brace against Wolves, which took his tally to 12 for the season, augurs well for the rest of the campaign.
The boss wrote in United Review: "Chicharito got a couple that he needed to bring back his confidence – and a confident Hernandez could be a winner for the closing stages."
Hernandez is just focused on improving each day so that he’s ready to play his part when called upon in the run-in.
